Dr. Joanne Howard is Industry Assistant Professor in the Public Administration Program in the Illinois Institute of Technology’s Stuart School of Business, where she is responsible for teaching courses leading to the Master’s in Public Administration (MPA). Prior to joining the faculty at Illinois Tech, she was a faculty member at Roosevelt University, DePaul University, and The School of the Art Institute of Chicago.
Her administrative roles were as Director of Administrative Services for the Office of Development at The University of Chicago; and for the Northwestern University School of Law. She served as the Director of Professional Development with the Government Finance Officers Association and, as Senior Consultant for nonprofits and education at the Metro Chicago Information Center (MCIC). She has also worked for the Governor’s Office in Harrisburg, Pennsylvania.
Dr. Howard has served on the boards of associations and community organizations. She is a practicing evaluator and has served as the lead evaluator for the University of Illinois at Chicago School of Public Health, Rush University Medical Center, Methodist College in Peoria, The Salvation Army Ray and Joan Kroc Community Center, and the City of Chicago Community Schools Initiative.
Dr. Howard earned her bachelor’s degree in Sociology from Hampton Institute in Virginia, her master’s in Public Administration from the University of Pittsburgh, and her doctorate in Public Administration from the University of Illinois at Chicago.
Dr. Roland Calia is an Associate Dean at the Illinois Tech Stuart School of Business. Dr. Calia is also Director of the Master in Public Administration and the Master of Sustainability Management programs. He has extensive consulting experience in public financial management in the areas of budget, tax and performance measurement for a wide variety of clients, including the State of Illinois, Cook County and the Civic Federation of Chicago.
He previously served as a Senior Manager in the Research and Consulting Center of the Government Finance Officers Association (GFOA), where he managed GFOA's national training programs on financial management and staffed GFOA's Committee on Budgeting and Management. The Committee develops national recommended practices on state and local budgeting.
Prior to his work at GFOA, he served as Director of Research for The Civic Federation, a governmental research organization in Chicago, where his research focused on property taxes and government budgeting. He has served as a member of the Governmental Accounting Standards Advisory Council (GASAC), the standard setting body for governmental accounting in the U.S. and as a trustee of the Governmental Research Association (GRA).
Dr. Calia received his bachelor’s degree in Political Science and History from the University of Redlands, his master’s in Government from Claremont Graduate School, and his doctorate in Political Science from The University of Chicago.
